No surprises here. Banks don't hold an infinite amount of cash. If they're running low they'll hold on to what they have for businesses that need change et cetera.
Honestly a pretty great way to ensure you don't get what you want is to start recording the customer service person who's trying to help you and start acting like an entitled brat.

There is another TikTok video that did the rounds a few months ago, where a guy goes in to withdraw a few thousand dollars and when asked why, he gives incredibly detailed embarrassing answers like:
"I just cheated on my girlfriend, she found out, so I have to buy her a nice gift".
Or
"I'm transitioning to a woman and I need to pay my surgeon to cut off my dick" 😂
Funnily enough, with these stupid excuses, the teller was so embarrassed that they gave him the cash every time 😂
