So home inspection went 🤷

Turns out seller has no idea about the septic tank. I saw hand excavation done for previous pump out or inspection. It does not have vertical risers to aide in the process. Didn't look like it had Caps/Hatches either. Good news no terrible sewage smell or ponding water.

Somehow somewhere the water meter was repossessed by the water company. Probably from overdue water bills.

Need water to have the septic inspected.

These real estate flippers need to get their game together.

What are the legal requirements of the seller when it comes to Water&Septic?

If it's a home (residences) it needs functioning water and sewer. The Mortgage company won't give you a ---traditional--- loan without those.

Other possibilities are reconstruction loan, but has to be done by a qualified contractor , not you

Last option is cash or land contract, in that case you can buy whatever you want regardless of condition

But don't pay for it yourself, have the owner fix it then get a mortgage

This "was" going to be a VA loan. Now it doesn't meet the VA appraisal MPR's

So they definitely have to get it fixed before I can get it approved for lending
