Why doesn’t someone just start issuing dollar denominated e-cash and let it settle with other mints as Bitcoin on Lightning?

I mean I do understand demand for dollars as a very short term hedge on Bitcoin’s volatility

But we don’t need “dollars” to be something in the LN protocol I agree
