If we could be rid of the things that hold us back, we could solve many of them... the real problem is consensus on what the problems actually are.

exactly, kind of a catch 22 situation
It may seems so, but I think it's because we're living in it. Eventually old ideas will die, and bad ideas will be pushed out by what works. The one problem everyone agrees on is that we will be our own demise if we don't do something different, so that's a pretty good starting point.
