The dream for me is to get an internet connection without needing to rely on an ISP, even if it costs a lot more.

Hmm, I think the closest you can get to this is by joining a public mesh network like "Freifunk" in Germany (I bet there are similar projects worldwide)
Sort of not really (yet); nearest would be satellite connection (esp. if e.g. you were on #boat / #vanlife ...) ... but even from/at home = most resilient (or not, if #spacewarfare breaks out) ... as the case may be. Really the answer to the question you don't know enough to have asked = #meshnetworks. Look into those (and buy yourself a pair of dongles; one for you, and one for a mate within range). This gets you mesh (not sure what bandwidth now but last time I checked years ago, #SMS sort of bandwidth) (think; like #2G). Hope that helps.
