Is my thinking correct, that no matter how many clients/relays change and adjust to make blocking and discovery easier for users, on nostr you can always opt out of those and experience the chaos?

Correct.
The only way to get the total chaos is if you are pulling from completely unfiltered public relays. Most that have started filtering have been transparent about it on nostr, but there isn’t really an established way to see how they are modifying content through relay metadata as far as I know.
Imagine it like whack-a-mole. Relays can censor you and clients can hide you using algos. But you and friends can just jump to another relay or client if you dont like how you treated.
additionally, you can always turn your own private relay and keep your community small.
