When Hilary was on the Middle East war path w/ Obama they wanted to send troops into Syria. Obama famously went on TV and said the Merican people should call their representatives to let them know if they wanted the war. There was a tremendous overt backlash to the idea. It was rare moment where the public actually stopped a war. Tulsi didn't support sending troops to Syria. Thats all.
