Game theory? If they find a block quickly it's better to submit it rather than spending time filling it up with transactions?
Their last one was found less than a minute after the previous one.. Not enough time to fill it with transactions?
Especially since fees are 1s/b
They are filtering what they consider to be spam tx (ordinals, etc)
Check mempool.space actual vs expected block and you will see clearly which types of tx are being dropped from those blocks
