Yes, it doesn't really make sense otherwise. It's one giant banana laundering scheme. Any ideas for a new law you oculd lobby congress to pass to fix this problem and eliminate money laundering for good?

I asked someone else the same question and they said "ban bananas too." So yeah, your answer is pretty much the conclusion I came to as well.
