Israel, while in control of the Jews, allows all religions to practise and visit their unique holy sites. Jews do not restrict access in the same way that Muslim's restrict access to holy sites by non-Muslims.
I'm saying that because the Holy Sites exist in present day Israel, they likely were not first built in Africa, and then moved into present day Israel, they have not only Holy meaning, but historical context as well.
