Someone is trying to create a web of empty profiles, to game the trust scores. All the profiles with 10-20 followers follow the same people, all without notes or replies, and all following several 100 people in the hopes they get a follow back.
They're trying to boost our DAU scores so nostr CEO can pump the valuation
