When you do order an unlocked phone straight from google. Sometimes a carrier locked phone won't allow access to OEM settings

OEM = Original Equipment Manufacturer.
And, not a minefield at all. Using a non-vendor locked phone is the way to go. Google releases pure Android on their platforms without 3rd party garbo.
