I’m willing given the right provocation, I think legally the threshold should remain high. I do think that there are bad acting animals, and the ways we currently incarcerate them indefinitely is the worst way to cope with the problem. I believe the maximum prison sentence in Norway is 21 years. The focus during that time is in restoring community integration and treating mental illness, the approach seems to work reasonably well. As with any animal population resource scarcity leads to vast increases in violent behavior.
