So what's a taproot channel? Is it what's basically described here, with signature aggregation and PTLCs for privacy and reliability? Is channel splicing in there too or has that always been part of lightning?

No PTLCs yet. Channel splicing is separate. Privacy gains are still here though: in a cooperative close, and considering a large enough anonymity set, this would improve privacy as the close will just resemble a single-sig key-path spend.
