Depends how you define mental illness. I'd use a different term but yes, I agree.
Mental as in cognitive and/or emotional (really both for almost everyone)
Illness as in, an issue with the body, in this case one that can kill the host

I think of mental illness more as something that can exist even without external causes such as traumatic experiences.
For the current state we're living through, I'd use a term such as souldrained. Complete degradation of meaning or value of the individual.
"Souldrained" doesn't suggest the cognitive issues people widely have these days though, it sounds more like just emotional health at first glance
I'd say it's related. For example, if you have a shitty teacher that has no passion for his subject, it's unlikely you will develop any connection to it and at best you will just memorise things. This, I believe, directly impacts one's ability to understand. A good, passionate teacher will make it a pleasant learning experience, even if he doesn't explain why he is so passionate about it. I used to hate and suck at maths, until I found bitcoin where I actually had an enjoyable time learning about the mathematics behind it.

There are some where I'm not sure if their mental illness is severe
And there are some like myself where the issues are mainly emotional with pretty good cognition
But the vast majority have both emotional and cognitive mental issues that are very severe
