It should be able to for the most part. Some relays will go down, but we'll migrate to new ones.
Does this infer the “carriers” dictate internet access? I have been pondering this… many folks rely on an ISP that is owned by the tech giants…but that is simply not the only way folks access…
I guess my question is in how the relays would not remain accessible or “withstand them”?
I guess in some countries they will go down but maybe not in others?
You could also use sneaker net to propagate nostr notes if there is a physical location someone can deliver to with uncensored internet
