I think you can do it without the voting.

A team gets together who have a product/common good idea. They describe the project and put up a sort of "bounty" for it. Then they choose a trusted oracle/escrow holder.

This project now sits there waiting to be funded by the community (of whatever size, commensurate with the project details).

If milestones fund, the team works on them, the oracle determines whether the work is acceptable or not and either disperses the funds to the workers or refunds it to the community.

No voting necessary. Valuable projects will get funded, things nobody wants won't.

There shouldn't be any other moderation needed other than value via price signal. If this were built on Nostr, the only moderation even _possible_ would be at the relay level, which seems fine to me.

You could have relays acting as aggregation points for projects. The relay could be geo-based for real world projects or community-based for digitally-networked ones.
