There's an incentive to not return capital to shareholders through dividends as well.
Dividends are taxed at 15%.
Meanwhile share buybacks help to squeeze shorts & inflate prices allowing people to borrow against their shares quite nicely at less than 15%.

There is the slightest of possibilities that the corporate leadership wants more share control in an attempt at increasing decision making autonomy...
