Want to actually tax the rich, sales tax!
Just make raw food and housing up to the national average annual expense exempt and you have an almost perfect progressive tax plan that doesn’t touch the most impoverished.
Oh you may need to tax a few things that are purchased by U.S. rich folks (because they have enough money borders don’t matter) in other countries to avoid the tax but they can shoulder that burden… not to mention it is easier to track several thousand people than several million…
