As I understand it this only applied for hosted/custodial wallets receiving from non-custodial. My question is, how can they enforce it? Seems like scare mongering.

They can’t stop anyone from memorizing 12 words, building and signing transactions offline, and broadcasting them themselves or with a friend somewhere else in the planet.

Please correct me if I’m wrong or if I’m missing anything

Not really true.

It’s all traceable.

While it may not be possible to ban “all” transactions, it’s certainly possible to scare most people into not using it.

It’s traceable if you don’t know how to make it untraceable. Unfortunately noobs definitely will be having a hard time to coinjoin, swap UTXOs, use lighting etc
