As I understand it this only applied for hosted/custodial wallets receiving from non-custodial. My question is, how can they enforce it? Seems like scare mongering.

They can’t stop anyone from memorizing 12 words, building and signing transactions offline, and broadcasting them themselves or with a friend somewhere else in the planet.

US already has restrictive rules for bitcoin wallets. WoS had to pull out of the US, other businesses don't even serve US customers because of legislation. It's everywhere, we just have to keep using/building censorship tech and not comply. I would also prepare for the event that CB won't let anyone take btc out, only fiat.

There is no ban on self custodial wallets.

Only thing it says if you're sending to kucoin, wallet of satoshi or anybody who custodies your coins. That part needs KYC
