Why isn’t there a mobile app that lets us contribute our bitcoin as Lightning liquidity for a literal risk free rate? Even if that rate is very tiny today.

Electrum allows you to open lightning channels with sats. I think it requires a minimum of 200000 sats for the send channel and I'm not sure what the minimum is for the receive channel. You can use trampoline or gossip routing. I believe the idea is you take the tx fee when your channel(s) are used.
