Because it's totally useless. Kids will get around this anyway. And criminals also. And the only ones suffering from this will be those people, who didn't need that kind of "protection" to beginn with. And I don't trust government systems to be able to protect my personal data. I know how they code, I know their IT standards. So it'll just become another honeypot.
