They'll just keep airdropping it to everyone who wants to take it just like they do it now. A few billion here and a few billion there.
Also, the goal is to create programable and fully controllable citizens through their programable money. As long as that works out as planned I don't think they care much about anyone else using or not using it. The people of the EU will be forced into it same as they forced the worthless EUR upon everyone.
As if you can trust them not to track those transactions.
They HAVE to track them, so they can SUM UP individual transactions to see if you sent >300€ to someone in small individual transactions.
