Maybe. I’m not so sure. It seems like they know this will set off the end game for fiat, and I’m certain all central banks are reticent to begin the end game for their printer.
I don't think they are accumulating it for central banks or governments. They are accumulating it for *themselves* and their crony friends.

I wouldn’t be surprised if a handful of governments are hashing in secret to stack as well. Just not going to be able to build meaningful positions that way anymore.

I think it will be impossible for central banks / gubmints to accumulate substantial positions without it being discovered. Initially a few can maybe get away with it but it’s too scarce and base layer is visible.
One thing I am relatively confident at least a handful of countries are doing secretly is hashing, but they can’t build big stacks that way.
It’s all theoretical rn but they will never reveal their positions until they have secured a sizable position and do some sort of fiat backed by btc
