the state should be required to provide:

- post services

- some form of broadcast medium (radio or TV)

- some form of 1-to-1 synchronous communication (telephony or IM)

- any other infrastructure that a law may require a citizen to use

to every citizen, in such a way that the citizen:

- doesn't need to have any special device, or

- can buy a device will stay compatible with the infrastructure for the next 50 years
