Indeed. It's "anarchy" in the negative sense that anarchists hate, and in the sense of there being no government.
Was just reading about the French Revolution yesterday, when France became a failed state. Napoleon arose, believing: "There must be a superior power which dominates all the others with enough authority to force them to live in harmony." George Washington also believed there must be a "controulling power".
Is a strong man/"government" actually necessary to keep the peace, or can people realistically leave peacefully and safely without them?
