Yes you can play without them but some cards store resources on them so you'll need dice or glass beads or some other tokens to keep track with. You also need to track how much bitcoin and fiat you have. I use a counter app on my phone for that, but you could also use the tokens.

Question about the resource token sets, the website says just the cards are required for play, but when do those come into use? Is it possible to not play with them? I tried reading the rules, but the page didn't load.
