The income tax wasn't implemented until 1913, and it started out as a capital gains assessment. Pretty sure direct wage taxation didn't start until one of the world wars, I think wwii. We had basic infrastructure before that.

...and, IIRC, payroll withholding was Milton Friedman's idea...
