On Pokey, for now (since most clients will still be using NIP-04 for a while), should we try both NIP-04 and NIP-44 when decrypting, but keep encryption on NIP-04 to avoid users bombarding KoalaSat with bug reports while he's busy?

Ok, I got a Pokey fork working with the NIP-44 encrypted mute lists. I still need to do some extra testing to check whether it falls back to NIP-04 correctly, and then I’ll submit a PR. (I’m currently getting several notifications from my muted "fans" and Nostr bots, so it has become a priority for me.)

I think vitor implemented this on quartz some days ago so I just need to update quartz in amber
