I was always flabbergasted by the idea that the states set a minimum price on stuff like cigarettes??? What's that about? And the stores are proud that they can't go any lower like it's some kind of deal...

Price randomization should be a safe middle ground, right? Just get some of those e-ink price displays and have the database scramble the prices every hour or so?
