It would shrink and people at least some people would go out of their way to contribute value. I know that I would. At the moment there is no point in contributing through government because the opaque bureaucracies reduce the value of your contribution to near zero at best and sometimes penalize you for trying to help.

I'm no fan of Obama, but some of the initiatives like data.gov and code.gov are great examples of how much value is locked up in government and his much additional value is delivered back to government when that information is freed.
