excess migration? most of the small towns in US i have driven thru seem to have out-migration as kids left for jobs in big cities and local factories left...
maybe some of them have immigration, but maybe i'm not aware of those particular ones

I had something a bit different in mind. People who migrate from one country to another primarily to live ‘off the (welfare) state’ rather than to make full use of better economic opportunities.
