How can unique humans be authenticated without an oracle such as state ID?

I had an idea like this years ago, and people boo’ed me for ‘trusting blockchain tech (or any tech) with voting.’ I suppose the question I would have is if Bitcoin is pseudonymous, how would you prevent voter fraud (like dead people being given a vote) or what blind-spots or dangers do you see to this system?

It looks like the whitepaper says ID will be outsourced. I don't see another way to identify unique humans.

I was wondering when decentralized bitcoin tech would find its way to voting.

I noticed the hard problem (which I think is fundamentally hard and simply requires physical processes) is out of scope: "Voter registration and identity verification is a separate process and is outside the scope of this document." I think that is right.

Wondering if they can make the development into a flywheel compounding production by using the voting itself.
