Absolutely. It should be part of the building code.
The building I'm in dates to the 80s. The owners had started converting them to condos some years ago but had to stop when the inspectors went through and found that the soundproofing that condo buyers would want made the ceilings 1/4 inch too low to respect building codes. So they had originally used the thinnest drywall they could and it can't be upgraded.
