Yep. Web was built without an identity layer. Fortunately, digital signatures solve for authorship fraud completely. Self-sovereign identity is coming, via DIDs and VCs from the W3C (decentralized identifiers, verifiable credentials). Utah's new digital identity law sets out a model of "state endorsed identity", which seems positive as it begins with recognition of individual identity above all.
