Cookies should just be a browser setting, not some annoying banner on every single site. A normie will always click "Accept" (he just wants the stupid pop-up to go away), and a privacy minded individual will always click "Decline" no matter what. No one deals with them on a case-by-case basis, no point asking for every website.
When you set the browser to clear cookies every time you quit, it doesn't matter what you select!
