Cookies should just be a browser setting, not some annoying banner on every single site. A normie will always click "Accept" (he just wants the stupid pop-up to go away), and a privacy minded individual will always click "Decline" no matter what. No one deals with them on a case-by-case basis, no point asking for every website.

Exactly, the EU could have simply required websites to honor the Do Not Track (DNT) request, rather than compelling them to compromise user experience with stupid intrusive cookie banner pop-ups that almost no user understands.
