What do u guys think about the transaction time in the BTC network?

On chain transactions meant to be large settlement. Because it becomes costlier as cryptographic security gets more harder by time. For daily use cases we have lightning network: LN - layer 2 protocol for btc. So from on chain we redeem btc to LN wallet. And do on chain settlement rarely - if amount is large.
Right so is the lighting network decentralised in the same way the bitcoin network is decentralised ?
