Methodology outline.
Publicize and promote the concept of the world being too hard and gross for poor weak women to deal with. Women are not weak and this is the safest time and society in human history.
The aim is to high jack natural and healthy evolutionary group behaviours and use it to usher in an unexamined solution.
Once this new fear vector is inserted into the public discourse you will see suggestions being offered by prominent community members or by funded but unknown groups. They will focus on safety and inclusivity and offer a centralized approach.
