Not really. Upon channel close, a probability is calculated according to the msat value. E.g. if there is a msat balance of 667, the probability for that side to get the full sat is 66.7%. But since the result of the calculation cannot be proved to the other side, it's bogus. I think the miner actually gets it (forgot the details).
