Relatively simple. Apple forces all nfc data from active terminals (even if the terminal explicitly communicates it want to be passively read) to Apple wallet, which doesn’t support Lightning/Bitcoin, yet.
They are forced now to open this up due to lawsuits, so hopefully soon, we will be able to get the full Apple ecosystem onto Lightning.
