Nobody is planning to engineer and/or release Disease X.
Disease X is a placeholder name for any future disease; people are planning how they would respond to a future pandemic by using the term Disease X.

Replace "nobody" with the World Health Organisation and your statement is correct.
Many, many countries have or have had bioweapons programs. Some are unlucky, some are incompetent, all are evil.
The WHO and WEF are aware of bioweapons research and are planning how to deal with the fallout if another one of them leaks. Some of them are very afraid, afraid enough to want total worldwide sovereignty, which makes me wonder if they know something I don't... or maybe they just lust after power. But I'm not even a little bit convinced that they intend to develop/release something. That is a step too far for me.
Do people lust for power? Yes. Is incompetence widespread? Yes. Do people cover up things that make them look bad? Yes. Conspiracy theories that posit such things are easy to consider plausable. But conspiracy theories that posit the intent of a global organisation to kill massive numbers of people... I don't think there are enough humans that desire that outcome for such a theory to be rated "plausable". Not in my assessment.
Enough humans that desire that outcome? Oh yes, there are.
Enough humans that desire that outcome and can be trusted not to leak? That's the impossible.
WHO and WEF lack the coercive powers of a State to clean up after leakers, so as institutions they couldn't possibly be involved.
Smaller collusive networks, or national governments, possibly including some WHO/WEF personnel? Entirely too possible.
But I agree, anyone positing either of those institutions are planning another global pandemic as institutions is unlikely to be correct.
I couldn't possibly comment on if there are many humans desiring that outcome. How could I know? But we can agree that large groups of humans cannot plan such a thing without leaks.
There's already a vaccine x ready to go.
