Roof racks?
Called a biddle. Hooks on it. They catch onto the sway, the horizontal fixings. Handy yokes.
That's 5mm galv bar fixed with screwfixings. The biddles hook over that. There is a horizontal bar approx every 20 inches. Buried 6 inches or so beneath the surface.

Them ones I got made. Put backs on them. Then your tools don't slip through. I have others I purchased. No backs on them. I'll take a photo. Getting dark now. Nearly knock off time. Still have tobput covers on the roof in case it rains...
