Yep, it's spamming every unprotected relay on Nostr at the moment. Depending on your client, you can filter by keyword to avoid seeing the spam. Private or WoT relays are likely the way forward.

On a side note, I wonder if there are any relays which require an incredibly high PoW attached to posts 🤔

Yeah, for self-hosted private relays, PoW doesn't make much sense other than for learning purposes (although nostr:nprofile1qqsqgc0uhmxycvm5gwvn944c7yfxnnxm0nyh8tt62zhrvtd3xkj8fhgprdmhxue69uhkwmr9v9ek7mnpw3hhytnyv4mz7un9d3shjqgcwaehxw309ahx7umywf5hvefwv9c8qtmjv4kxz7gpzemhxue69uhhyetvv9ujumt0wd68ytnsw43z7s3al0v mentioned something about people spamming follow requests as well). Out of curiosity, which relay are you using for PoW-verified notes? Nostream? Denostr? I haven't found many implementations claiming to support NIP-13 yet.
