I get the arguement for the tool but my own opinion on it is that it is dangerous will it help sure but at what cost
I agree with you, my general opinion isnthat regulations and this lind of tools are not needed when there is education and maturity.
A collective of good user can ostracize and or put in a corner behaviors that aren't constructive or that are deleterious.
It's an hard topic, I don't presume I have thw correct answer, but Ibdo believe that tool is far from a solution.
people have their own block lists. they should manage their own follows and blocks themselves rather than contribute to censoring notes others want to see. same old people same old problem.

I am on Amethyst, it's a bot that comments under the post it says has offense or hateful speech.. lol
It's note should be visible on any client, but maybe since users are blocking the npub of the bot, you don't see its notes. Just guessing..
I can't even find the bot in my search.
