I Love primal as my nostr client, but WHY can't I use the wallet?! What about being a New York resident is the problem? and how can I get around it!
somehow I was able to receive a zap (first time, today!) but I still am not able to send zaps... 😞

Our wallet is backed by Strike, so it is available in all jurisdictions where Strike is available. Since the wallet is custodial, a license is required to provide this service. Strike (and by extension Primal) don't have a license to operate in New York yet. Jack and his team are always working to expand the coverage, so we hope to have some good news to share soon.
