Per their own bill they can't confiscate your corn. That would require the state to take custody. This may be the most pro bitcoin move ever. Keep the sats in the hands of the people instead of the state

Taking possession means they have to hold it.

Think if I had a shiny new coin in my hand and you wanted to take it then either your or your proxy would have to hold it even temporarily.

I am intentionally being overly literal on definitions and processes

Taking possession does not mean they need to own it, which is what "hold" typically means.
