The right definition of monopoly is not when there is only one producer in a given market, a monopoly IS a privilege given by the state to only one party.
The fact that tere is only one buisiness providing a good or service, if done in freedom (no state involved), only speaks about how well and efficient that buisiness is at using scarse resources to provide that good or service.
You don't even need a non-corrupt entrepreneur, freedom creates good humans and good buisiness. Government creates corrupt humans and corrupt, parasitic buisinessmen
