I don't think you should use min, you should use max.
Otherwise, why would anyone ever commit to a target?

No I get the value of commiting to a certain difficulty.
But then you'd have to reject notes without commitments. Otherwise the spammer that wants to get lucky can just not commit.
yea that’s what the nonceTag part is for.
it probably is a bit overkill tho
